Constanta Municipality

Constanța Municipality serves as the administrative authority for Constanța, one of Romania’s largest and most significant cities, located on the shores of the Black Sea. Its focus lies in urban development, sustainability, public service delivery, and fostering economic growth, all while safeguarding the city’s rich cultural and historical heritage. The municipality’s mission is to enhance the quality of life for residents, support community initiatives, and implement innovative solutions for a sustainable future.

Additionally, Constanța Municipality is responsible for managing and coordinating the city’s administrative, economic, and social activities. Its primary responsibilities include: Developing and implementing local policies in key areas such as urban planning, infrastructure, transportation, environment, education, and culture. Providing essential public services to residents, including public lighting, waste management, public transportation, and district heating.Managing the local budget and overseeing the administration of the city’s assets, including buildings, land, and other public properties. Regulating and authorizing economic and commercial activities conducted within the municipality. Promoting local development through investment projects, attracting European funds, and supporting community-driven initiatives. Through these efforts, Constanța Municipality strives to enhance the quality of life for its citizens and to advance the city’s sustainable development.

Key Areas of Contribution

The study and intervention area is located in the northern part of the Municipality of Constanta, with a total area of approximately 1.200 sqm, of which, according to the Register of Green Spaces in force, the area of green spaces is about 383,66 sqm.

The main dysfunctions identified by the analyses carried out and which can be partially or totally remedied by the planned interventions are the following:

  • Degradation of urban spaces, including green spaces;
  • Poor security, mainly due to outdated lighting and lack of surveillance cameras.

As regards the existing landscaping, a number of dysfunctions have been identified, including the following:

  • Lack of landscaping;
  • Dry or poorly maintained vegetation.
